SCAQMD Compliance Services for Commercial and Industrial Boilers
Porter Boiler handles SCAQMD compliance for boilers, water heaters, steam generators, and process heaters across the South Coast AQMD jurisdiction.
From the first assessment to the finished installation, we handle:
Compliance assessment
We match every unit in your plant to its governing rule, phase, and compliance date
Certified equipment selection
We specify replacement equipment from AQMD’s certified list and confirm the model before it is ordered
Burner retrofits and combustion tuning
If a unit falls outside its NOx and CO limits, or you have received a Notice of Violation, we tune or retrofit the burner
Zero-emission and low-NOx replacement
We size and install the new unit, including the electrical work a heat pump or electric unit needs
AQMD permitting
We pull the permits for new installations, replacements, and burner retrofits
Extension support
For the alternative compliance pathways under Rule 1146.2, we prepare the technical documentation each one requires
SCAQMD Compliance for Water Heaters and Small Boilers
For units due for replacement, we size the new equipment and check it against the AQMD certified equipment list. A model marketed as zero emission does not qualify unless the district has certified it.
Replacement is not always the answer. Where a unit still qualifies, a burner retrofit brings it back into compliance for less than a full replacement costs. We price the retrofit and the replacement side by side and tell you which one is worth it over the life of the equipment.
Rule 1146.2 Extension Options
If your compliance date is not achievable, Rule 1146.2 allows for an extension. Utility service delays, sudden equipment failure, leased premises, construction, and portfolios of five or more units each have a pathway, and each has its own conditions.
We tell you which one your situation supports and prepare the technical documentation it requires. Requests have to go in ahead of your compliance date, so the earlier we look at your equipment, the more options are still open. Our breakdown of the extension options covers the conditions for each.
Rules 1146 and 1146.1 Compliance for Boilers Above 2 MMBtu/hr
Larger boilers, steam generators, and process heaters carry NOx limits that are already in force. For these units, compliance comes down to how the equipment is running.
We tune burners and retrofit low-NOx and ultra-low-NOx equipment where the existing unit cannot hold its limit. We pull the AQMD permits for that work as part of our combustion and burner service.
Which SCAQMD Rule Applies to Your Equipment
Rated capacity decides which rule governs a unit, and a single boiler room often holds equipment under two or three of them at once. We assess the plant as a whole and give you one schedule with the compliance date for each unit, whether it falls under Rule 1146.2 or under Rules 1146 and 1146.1.
Unit age is part of that assessment. A Rule 1146.2 compliance date depends on when the equipment was manufactured, and a unit whose age cannot be documented is treated as having already reached its limit.
We establish that date for every unit while there is still time to plan around it.
Facilities We Serve
Hotels, multifamily properties, and healthcare facilities hold the largest concentration of Rule 1146.2 equipment in the region. Most of it sits in central hot water plants installed decades ago, which are now reaching their phase date and their age limit at the same time. We plan those replacements around occupancy.
Schools, universities, government facilities, food processing plants, and commercial laundries usually have a mix of equipment, from small water heaters up to large steam boilers. Funding for a replacement has to be approved long before the work can start, so we get you the assessment early enough to put a real number in the budget.
South Coast AQMD covers all of Orange County and parts of Los Angeles, Riverside and San Bernardino counties, and we handle compliance work throughout the district.

SCAQMD compliance dates do not move, and the equipment does not get cheaper to replace as they approach. Facilities with aging boilers and water heaters have more options now than they will have in the year their deadline lands.
